Understanding the consultation

We are consulting on a new version of the Code of Fundraising Practice, which has been fully redrafted following feedback from the 2023 Code Consultation.

We will use your feedback to make further amendments to the redrafted code before publishing in early 2025. Following publication, there will be a six-month implementation period to allow charitable institutions to update their approaches to meet the standards in the new code.

What we want to hear from you

We are interested to hear your thoughts on:

  • The scope and limitations of the redrafted rules;
  • Whether the redrafted rules are clear enough and cover all relevant aspects of fundraising practice in the Fundraising Regulator’s remit;
  • Any issues you think could arise from complying with the redrafted rules;
  • Any additional information or supporting material you would like to accompany the redrafted rules;

How to complete the consultation

In the introduction to each section, you will find a link to a table of changes showing how existing code rules map onto the redrafted code, and where we have added new rules. It may be useful to refer to this before writing your comments.

We have also included supporting documents to help you complete the consultation effectively. As well as the Glossary, you will find three Code Compliance Guides. These cover the key topics of Documenting Decisions; Monitoring; and Due Diligence and will help you understand how fundraisers can comply with the expectations of the new code.

There are no required questions, however, we recommend that all respondents should at least read the rules in Section 1 Behaviour when fundraising to understand the general rules which apply to all charitable fundraising practice.

You can submit comments on as many or as few of the new rules as are relevant to you. If there is a specific area that you want to comment on, for example legacy fundraising, you can go directly to that section and submit your response.

The online form allows you to:

  • Save your comments and return to them later.
  • Receive an email copy of your responses once you submit them.
